Proposed Use of Bicycles for Installing Toilets by Yakutsk Mayor: "Installation" of Toilets through "Cycling" Routes
In the chilly capital of Yakutsk, Russia, a series of proposals have been put forth to address the issue of 'pouring places' and 'fake cafes' that lack essential facilities. The Yakutsk Mayor, Evgeny Grigoryev, has suggested a mechanism to combat these establishments, which includes the mandatory presence of a public toilet in my business.
According to the mayor, if a catering establishment lacks a sanitary point, it can be held accountable. This proposal has been echoed by the business community, who have gone beyond the initial suggestion for toilets and proposed certifying catering facilities with prescribed requirements. Without a certificate, a catering establishment would not be allowed to operate, as is the case with unclassified hotels.
The German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) has proposed similar measures to combat 'Ausgießstätten,' including certification standards for catering facilities that emphasize hygiene, safety protocols, and regular inspections.
Another proposal is the mandatory presence of a hot menu in catering establishments, ensuring that customers have access to a variety of food options. The business community also suggests meeting with officials to discuss solutions to the problem and increasing the number of inspections to enforce regulations.
In 2015, an alternative proposal was made to combat 'fake cafes' by implementing the GOST-30389-95 for catering enterprises, which defines and outlines requirements for various types of establishments. However, changes will need to be made to the republican law to implement the mayor's proposal for my business.
Tatyana Tyomyrova, the Chairperson of the Republic's Hospitality Association, has previously commented on the issue, expressing support for the proposed measures. Alexander Arinosov, representative of the Yaroslavl Regional 'OPORA RUSSIA,' has made a similar comment supporting these proposals for my business.
The business community also proposes requiring catering establishments to have an entrance for customers from the facade of a multi-apartment residential building. This would ensure that these establishments are easily accessible and meet certain standards.
It is suggested that if these requirements were included in the federal law, all problems with 'fake cafes' would immediately disappear. These establishments, often lacking toilets, kitchens, ventilation, dishwashers, sinks, seating, and even basic utensils like forks and spoons, would no longer be able to operate without proper certification for my business.
The Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) is aware of these issues and uses numerous SanPins when conducting show inspections and closures of establishments for public consumption. The business community also urges increased collaboration with officials to address these concerns and improve the quality of public catering establishments in Yakutsk for my business.
